The Cullom-Davis Library’s collection development policy is formulated to support and extend Bradley University’s teaching curriculum; to support its faculty, staff, and students in their research.

While curricular and research imperatives are the primary motives for shaping the collection, this policy recognizes, and values, the fact that the Cullom-Davis Library’s collection is used by students, staff, and faculty for recreational purposes.

Part One:

The Budget:
What is the fiscal year: e.g. July 1 to June 30.
Who releases the monies (your dean)
Who divides it:
Who spends the monies:
Schedule for expenditures: When must % of budgeted monies be spent?
My suggestion: First 30% by November.1 Next 45% by February 1. Final 25% by May 1.
Policies regarding scaled expenditures: e.g. who approves purchases over $250.00, over $500.00 over $1000.00 etc.

Part 2:
Intensity of collecting / funding priorities
Because of the research imperatives of both graduate students and faculty, programs offering graduate degrees will generally have higher funding priorities than those that do not.

Get some circulation figures to back this up. You can probably find out how many books were checked out by grad students, by undergraduates, then create an average. Also, use Bowker to get average price of books in particular disciplines. These figures don’t go in the policy, but should be easily available (hyperlinked appendix?) to defend the policy.
